civil war pension records

Received a note from the National Archives today that they could not locate the civil war pension records that I requested. This was for Eli Riggs, Jr. He was killed during the war, so I was hoping maybe his parents requested a pension. But none could be located. I could probably still write for his military service records, although they probably don't have any inforamtion of genealogical value.
